False bug report. You're not in C5 anymore where every surrender increases the damage amount on your enemy. Now it's all element atk vs element def breakpoints. First breakpoint is when elem attack has a value equal or higher than 50 against the enemy's elemental defense. In this case the attacker will notice a damage increase of about 40%. The next breakpoint is when elemental atk is at least 150 higher than elem defense in which case the damage would increase by about 70%. On a full buff server the elemental defenses are of 100+ usually thus a nuker like you with 150 elem atk on his weap can only get past the first breakpoint of 50. Even when you cast surrender you won't reduce the enemy's elemental defense so much that you can have a difference of at least 150 between your elem atk and his elem defense. For that you'd need enchanted main nuke, enchanted surrender and a 300 elem weapon or so.
